Cardano 2027 budget proposal would let funding stewards seek grants
The plan would allow funding stewards to apply for grants while also helping assess proposals, with DReps keeping their spending votes.

A proposed budget for Cardano's 2027 cycle would permit the stewards tasked with overseeing funding to also apply for grants themselves, according to reporting from CryptoSlate. The arrangement raises the prospect of the same participants influencing how proposals are assessed while competing for the same pool of money.
Voting power stays with DReps
Under the proposal, delegated representatives — the DReps who vote on Cardano governance actions — would retain their role in approving spending. That keeps the final decision on disbursements with the wider governance body rather than with the stewards alone.
The proposal also references a separate, more direct funding route, but that channel is still awaiting its allocation, so the size and timing of the funding it would carry remain undetermined.
- Stewards could seek grants while participating in assessments
- DReps would continue to vote on spending decisions
- A direct funding path has yet to be allocated
Cardano's treasury and project funding are now steered through on-chain governance introduced with the network's Chang upgrade, where DReps, stake pool operators and a constitutional committee hold distinct roles. How budget oversight is structured — and whether assessors can also be recipients — is one of the practical questions the community faces as it formalizes each funding cycle.
